With reference to the news published today in the local newspaper La Provincia Pavese about an alleged clash between the ILO and the band council of the Democratic Party on the issue of shift allowance of staff of nurseries and kindergartens municipal council of the PD group was never meant to deal with labor disputes that belong exclusively to the trade unions. I confirm that the relationship between the band council and the unions are based on mutual respect of the distinct features and who has never thought of denying valuable work done by the unions, especially fronte di un tentativo di riduzione dei diritti dei lavoratori ispirato dal governo di centrodestra. Detto ciò rivendichiamo con forza le prerogative istituzionali dei consiglieri comunali che sono investiti, oltre che di responsabilità politica, anche e soprattutto di compiti di controllo politico e amministrativo sull’attività dell’amministrazione comunale. Sul caso concreto il gruppo consiliare del PD ha svolto il proprio dovere denunciando la mancata corresponsione dell’indennità di turno al personale degli asili nido e scuole materne comunali come atto di un progressivo tentativo di smantellamento, dichiarato dalla Giunta Cattaneo, del sistema educativo degli asili nido e scuole materne comunali.
L’attenzione del gruppo consiliare del PD in materia di politica del personale rimane alta poiché stiamo registrando un grande malcontento del personale comunale che, lo ricordiamo, è fondamentale per il perfetto funzionamento dei servizi che il Comune eroga ai cittadini. Contrasteremo con forza la politica del personale della Giunta Cattaneo che vuole chiaramente sottomettere i lavoratori del Comune con modalità di velato ricatto politico sostituendo il diritto con il favore. In quest’ottica abbiamo contrastato la proposta del Sindaco di trasformare l’indennità di turno delle maestre (un diritto) con un meccanismo di premi da rinnovare di anno in anno e discrezionale (il favore). All’inizio della legislatura il capogruppo Francesco Brendolise had clearly said that we would be in the city's spokesman in this city who have no voice or not strong enough to be heard. The battle of the council of the PD is a battle for transparency and participation aimed at making the mayor look Cattaneo and his Government for what they are: an administration imprecise and very arrogant, as if they have realized the people who participated the city council asked, with difficulty, precisely on the issue by PD allowances of the teachers on duty.
